EFRE/JTF-Programme NRW 2021-2027

The programme supports projects in the areas of innovation, sustainability, promotion of small businesses, quality of life, mobility and structural change in coal-mining regions.

Volume: 4.2 billion EUR, consisting of

  • EU funding from the European Regional Development Fund (ERDF) and the Just Transition Fund (JTF) as well as the
  • co-financing from the state of North Rhine-Westphalia and
  • own contributions from the funding recipients

The first calls of proposals were made on 2 November 2022. Applications are submitted in one or two stages. A funding rate of up to 90% of the total expenditure is possible for non-economic activities of universities.

Attention! The modalities for submitting applications have changed significantly compared to the 2014-2020 funding period and have deteriorated considerably, especially for universities. This primarily affects the eligibility of staff costs subject to the Act on Fixed-Term Employment Contracts in Academia (Wissenschaftszeitvertragsgesetz). Please contact us in good time if you are planning to submit an application.

As one of the EU's structural and investment funds, the European Regional Development Fund  serves the overarching goal of supporting regions with structural problems and development deficits and thus equalising imbalances between the regions in the long term.

In North Rhine-Westphalia, it is intended to promote growth and employment in particular via various priority axes.

North Rhine-Westphalia has decided to use 40% of ERDF funds for measures that strengthen research, technological development and innovation.

50% of the funding for ERDF projects granted in the period 2014-2020 is provided by the EU. In most funding lines, the state of North Rhine-Westphalia also co-finances up to a maximum of 40%.

The ERDF.NRW OP has been extended by 2 years.

In addition, the EU has launched the REACT-EU programme, a recovery aid programme to mitigate the economic and social consequences of the Covid-19 pandemic in Europe. The REACT-EU programme provides a total of 400 million EUR for North Rhine-Westphalia over the next two years. Of this, 260 million EUR are to be channelled into ERDF funding for 2014-2020.

Priority axes (PA)

  • PA 1: Strengthening research, technological development and innovation (40%/ 465 million EUR)
  • PA 2: Increasing the competitiveness of small and medium-sized businesses (15%/ 174 million EUR)
  • PA 3: Promoting efforts to reduce CO2 emissions (25%/ 291 million EUR)
  • PA 4: Sustainable urban and neighbourhood development/prevention (20%/ 233 million EUR)
